Project Manager Fees & Penalties

This page provides information on the types of project manager (PM) fees that may be included in a community solar subscription contract. These fees differ from project to project, though we summarize typical terms below. Low-income subscribers are exempt from these fees.

Our goal is to make solar energy more accessible to Oregon residents. We strive to make subscriptions affordable and provide transparent pricing. PM Early Cancellation Fee

This is the fee a project manager charges for cancellations that occur before the contract term period ends. Early cancellation fees typically follow one of these models:

  • $0 – No fee for cancelling your subscription early
  • Flat fee for cancellation without advance notice – $0 if the cancellation is made with X days’ notice, with X being a number of days outlined in the project contract; if the cancellation is made with less than X days’ notice, a penalty fee will be incurred.
  • Flat fee – A penalty amount is incurred for the cancellation.

PM Late Payment Fee

This is the fee a project manager charges for payments that occur after a bill payment due date has passed. Late payment fees typically follow one of these models:

  • $0 – No fee for late payments
  • Penalty equal to a percentage of bill balance – If a payment is not made within X number of days, an additional charge equal to a percentage (usually 10%) of the bill’s balance will be incurred.
  • Flat fee – A penalty amount is incurred for all late payments. Amounts may follow a rate schedule; e.g. $10 penalty if the due date has passed; $25 penalty if 5 days have passed since the bill was due.

PM Subscription Size Adjustment Fee

This is the fee a project manager charges for changes to your subscription size. You may wish to request a subscription size adjustment if the amount of energy you consume annually differs significantly from the amount of energy generated by a community solar project. Before you subscribe to a project, we can assist you in calculating an appropriate subscription size based on your historic energy usage. 

Subscription size adjustment fees typically follow one of these models:

  • $0 – No fee for adjusting your subscription size
  • Flat fee for adjustment without advance notice – $0 if the adjustment is made with X days’ notice, with X being a number of days outlined in the project contract; if the adjustment is made with less than X days’ notice, a fee will be incurred.
  • Tiered fees for adjustment of large subscriptions based on notice period (for Small Commercial and Large Commercial customers) – With greater than or equal to X days’ notice, Small Commercial and Large Commercial customers owe the equivalent of the Estimated Year 1 Savings adjusted proportionately to the Subscription Size (kWac) that is being changed: [ Fee = Year 1 Savings x (size of kWac subscription adjustment / original kWac subscription size) ]. With less than X days’ notice, Small Commercial and Large Commercial customers owe the equivalent of the Estimated Year 1 Savings adjusted proportionately to the Subscription Size (kWac) that is being changed multiplied by 5:  [ Fee = (Year 1 Savings x (size of kWac subscription adjustment / original kWac subscription size)) x 5 ].
  • Flat fee – A penalty amount is incurred for each subscription size adjustment.

PM Subscription Transfer Fee

This is the fee a project manager charges for transferring your subscription to a new account owner. Subscriptions may only be transferred to electric customers within the same utility territory. Please check with your project’s subscription manager on requirements for a subscription transfer.

Subscription transfer fees typically follow one of these models:

  • $0 – No fee for transferring your subscription
  • Flat fee for transfer without advance notice – $0 if the adjustment is made with X days’ notice, with X being a number of days outlined in the project contract; if the adjustment is made with less than X days’ notice, a fee will be incurred.
  • Flat fee OR adjusted fee (for Small Commercial and Large Commercial customers) – Customers owe the lesser of a flat fee or the equivalent to the Estimated Year 1 Savings adjusted proportionately to the Subscription Size that is being transferred: [ Fee = Year 1 Savings x (size of kWac subscription transfer / original kWac subscription size) ].
  • Flat fee – A penalty amount is incurred for the subscription transfer.
