Program Development
The Oregon Solar Community Program Manual and its rules, requirements, and procedures were developed through an extensive stakeholder engagement process. Stakeholders who indicated that they wanted to provide input on program requirements were notified at several points during the development cycle of the manual’s chapters:
- When inital input was sought, as needed
- When a draft of each section was ready for written comment, and
- When the section was finalized.

Program Administrator launches program website and Project Manager registration opens. The website may have limited functionality beyond Project Manager registration, and the Program Administrator will continue to add consumer and Project Manager resources prior to pre-certification launch.

Program Administrator opens pre-certification application website so that Project Managers can begin assembling pre-certification applications. This is a tentative date and may change based on Commission adoption of the Program Manual and any other required decisions.

January 21, 2020 |
Program Administrator opens pre-certification. Project Managers can officially submit pre-certification applications for Commission approval at 12 AM PST. If demand exceeds available capacity in the first 24 hours following the launch of the Program, a lottery may be used to determine the order in which projects are received and reviewed. The use and format of the lottery is dependent upon Commission adoption of a Program Manual. Participants will be able to sign up for an interest list, but project managers cannot sign contracts with participants unti their project is pre-certified.
